A diver contracts with a quota unit holder to catch fish on that quota to supply to a processor.
A diver might be a licence holder, or alternatively contract to dive for a dive licence holder.

There are 121 entitlements in the abalone industry called Fishing Licences, Abalone Divers (FLAD’s) and they are owned by 95 separate persons.

A FLAD owner dives or contracts a diver to dive on that FLAD. An owner/diver contracts with a quota unit holder to catch fish on that quota to supply to a processor.

Of the 95 FLAD owners, 44 are also divers. There are 62 divers who dive on another’s FLAD – 14 FLAD’s being held in abeyance. The majority of divers are members of TACL.

Every diver must also have an FLP (Fishing Licence Personal).
